Nebraska split raises Electoral College questions

You may have thought the U.S. presidential election was decided back in November. But constitutionally, it'll be votes cast Monday - in the Electoral College --that really count. Electoral College votes have been winner-take-all: whichever candidate wins a state, even by one vote, gets all that state's electoral votes. Monday, in Nebraska at least, that changed.
